I'm a big fan of the bare bones/minimalist myself. There is also the SC 16 which would be a good match for your engine and enough capacity if it is capable enough for your needs.
Many 9.9 2-strokes can also become 15's with a carb swap, I'm not sure if yours can or not.

The FS14 is not a self-bailing design from the plans I've seen. This means if you take on water faster than you can get it out, you will be in trouble. Very different from an inflatable. Small boats can be very capable in rough conditions, look at the Hobie Power Skiffs. 15' boats that were designed...
