I built the panga about 4 years ago. Kerf it until it hurts. Inside only, as shown on the bottom sketch. To bring the keel down to the frames use pieces of angle and eye bolts to wrench it down.

I put a yamaha 4 stroke 90 hp on one. It'll run 35 + knots if you have the balls to run it that hard. It cruises best at 15 to 20, after that it gets squirrely . A few friends and I dived the Sea of Cortez a few years ago on a live aboard. They used 24' pangas probably 6" wider than the 22, wit...

I don"t know about the C21 but Jacques describes the Panga perfect. I built a Panga 22 last winter.It's a narrow boat and it does roll. I have a 90 HP Yamaha and it'll run almost 40 knots, but it's a scary ride. It handles best at about 15 to 25 knots

For what it's worth. I put the skeg and spay rails on first. Unless you have a helper and plan on using a lot of screws you're going to have some gaps that will have to be fiilled with putty.
