I'm not sure it's the same problem but when I built mine 5 years ago, my transom was a little to high. Turns out the dimensions for the transom at the time included the bottom and side panels. I had to cut down the transom a little. The plans may have been modified since.

I think a 30 would be fine. I have an OB15 with a 40hp. At times on certain hunting trips it will have 3 large adults, 1 70 lb. lab, 4 dozen decoys, guns, etc, and 2 cheap canoes on the gunnels and it plains easily.

It definetly doesn't need strakes. I have an OB15 and it turns like it's on rails.

Try splatter painting. That's what the insides of older fiberglass boats had except some used gelcoat. I some rare cases I may have the boat loaded past the self bailing limits. For this reason I would need to have waterproof scuppers or be able to plug the drains. I don't know if holes in the sides would be appropriate in these cases. If I put the drains in the floor I think I would want a 90 degree...

On the Construction and Frames sheet item #6 calls for 'Transom drain plugs and tube Perko # 199853'. Where can I find this? I've looked at perko.com , westmarine.com, etc. Thanks.

I would be a little carefull of using a swim platform on the back of an OB15. With a large enough adult using it and not enough weight(another person maybe) in the bow, you may swamp it. One adult and an outboard both behind the transom may be a bit too much weight. Maybe Jacques could answer.
