Dr Pete , I used to live in CC , so I know a tailwind is about 25 on a good day when you can keep your hat on . A lot of small power cats can be beached , Wood,s , K-design and various others . If you not looking to haul a lot of heavy material I would think a small cat might fit your needs .

Looking at the study plans the max hp should not be over 50 hp , don't know if higher hp and speed affects the tunnel or hull performance but I would think it would .

I looked at your craigslist , plenty of Bay Liners with I/O ,s , didn't see anything cheap enough I would beat up hauling material . A used Shugart barge could be pushed with any or the 16-20' house boats with enough power on the back . But if you are at the point that you have the property then pre planning for a boat is past . When you camp out in the garage make sure you have the grill mounted , thick rib eyes , and big bottle of good wine in your rack to help get a high comfort score from your missus .

I think the 50 mph and 40 to 50 gal fuel may limit you on your options . The C19 , CX19 and C21 will give you your fuel requirement but miss on speed by a little , with 37 max and 30 cruise you are not off by much , about 30 minuets on a 90 mile run between max 50 mph and 37 mph . Looking at what you've already done I would think after 28 weeks of work you would have a finished boat . There are 7 days to a week , so 10 or 12 hour days and some weekends early on should help get you to the water this year . :)
