I built one of the first OB19s, and I don't recall having any issues with aligning the frames and stringers (it might help with your troubleshooting knowing that you can trust what's on the plans).

I wouldn't expect to be able to achieve anything over hull speed with a 20 hp motor on the HM19. If may only take 20 hp to cruise at 15 mph, but to transition to planing, you'd likely need closer to 40 hp to get over the bow wave. For your program, personally, I'd be looking at an OD-16/18 or the FS-17. Assuming you can use your current boat as a donor for a lot of the hardware, you shouldn't be too far off on your budget.
