Yes and no. Yes, the rules do not make a difference between electric, gas or whatever. There is a difference between the types of boats and their size. That is a very good price for the Yanmar and the down angle transmission is a plus. I would take the Yanmar. The plans show a down angle transmission and if I remember well, the stringer spacing fits the Yanmar engine mounts. Good deal.

The specifications for a foam sandwich superstructure are on the construction drawing D271/3. I see them somewhere in the middle of the drawing. It's complicated but not impossible. You need a strong mast step and a very strong deck partner. You can do that with laminated wood as you propose.
