Or go crazy & extend the hull 3'...make it everything the 31 could have been. I don't mean to hijack, but is this a doable thing? Cut a boat in half somewhere and graft in a section of hull and splice or add new stringers/frames? I have done it with an older jeep to essentially make a scrambler...

Foam could very certainly work. You would want to do some heavy reinforcement, especially at the transom, and presumably along the keel line. I think I priced something like this out at close to $12,000 for a prospective customer recently. Do you ship from Vero? I only ask because my dad lives ther...

Would foam sandwich be appropriate for the CS25 design? I am not opposed to marine plywood, but I like the idea of foam for cutting, weight, ease of handling and resale value. Ugh, that looks like a lot of work and material down the drain. Improper ratios or underlying resin/glass needed at least scuffing. My .02
