I have the 9.9 EFI suzuki with a 4 blade prop on my HMD 19, it works great for that purpose. the Suzuki 9.9/15/20 are all the same with just different computers/air intake/restrictor plates. My advice would be to not modify the stem line prior to planking the hull. I would leave the hull side panels long to be trimmed after the flip to your desired sheer. Then, after the flip, and after the sheer is cut, I would add on additional material to get the forward facing curve on the stem that...

Suzuki has a rebate on some outboards right now. This company is where I got my 25HP and it worked out great for me. While I don't have that same boat. I do have an HMD19. Which is similar. I wouldn't waste my time with a small diesel for these boats. I have a 2021 suzuki 9.9 efi with power trim and tilt. What is the low cleat for? Run the dock line through the fairlead and down to the cleat. It keeps the cleat off the gunnel. Not often seen on boats of this size, but i love the execution.
