The neoprene strips are a good idea. I’ve got them under my 55 gallon tank in the xf20. Put down two runners the width of the tank (short way) and dado a slot in the bottom of the strips for stainless steel ratchet straps. Gets the tank an inch or so above the deck. I don’t see why it wouldn’t work ...

Nice looking glass work! On the kicker, it opens up some functionality issues. You're not easily operating a tiller kicker at the transom of a decent sized center console. I’m following along. Personally, I’d build your boat as light as possible and put a single 250hp or 300hp 4 stroke Yamaha on a bracket.
