If your plywood is of good quality (equal thickness veneers and waterproof glue) you don't have to glass the whole hull. But you need to epoxy and glass all the seams in and out. If I understand you correctly you want to put epoxy over paint. Never. The epoxy encapsulation ALWAYS goes on the bare wood. It grips the wood better than any paint and is a very good primer.

I put a finishing nail at the bottom point of each stem.
I put a long flexible batten against those nails.
At the center of the side panel I pushed the batten up 1½ inches and put another nail in to hold the batten in place.
Then I drew the curve.
