alright, now we are cooking. Removing the entire liner/cap in one piece is always going to be the ideal way to do it, but in practice that can be pretty difficult. If you can do this, it will save you some time down the road in fairing/splicing If removing the whole cap/liner is not feasible for you...

Bubbles and epoxy at 1/8" thickness should not be a problem you think? 1/8" is not too thick. I would probably skim it with woodflour/silica first to fill the weave and known lows. You dont really have to sand the skim coat other than to rough it up. Save the more expensive faring mix for...

There are some aftermarket caps available that will fit pretty well. I have seen a couple customers who have made their own with aluminum and they looked very good.

I would fair over the glass as much as possible, build fairing over the glass.
