I think you will need to use the system3 primer on everything. If you do not I would worry about your paint sticking. Petit EasyPoxy is a one part paint that is fairly cheap. Most foam filled boats were built similar to a Boston Whaler so my thinking is based on that line. The whalers had really thin skins and relied on the foam to give the stiffness.
