Right now I'm thinking about ordering the FS17 plans in metric and scaling the boat down 5%. That would give me a length of just over 16' and a beam of almost 80". I think that is a size that would fit my needs really well and should perform better with my 25hp motor. I would think twice about...

I'd say not yet. My 900# (all up, boat engine battery but no people) FS17 was able to make 25mph with 3 aboard on a pretty tired Yamaha 25 2 stroke. I'd give that boat a try first. My bet us that she'll exceed 20 mph if propped right.

My 2010 FS17 is a Meranti build. I've also built boat related items from fir marine plywood. Currently I'm building a 23ft. S&G design from a West Coast designer from Okume. The more you use these materials the better you get to know them. My first choice would surely be Okume by far. It's light...
