Raw plywood stringers glassed to a raw plywood hull equals a potential water entry point for both. Where does water sometimes stand for hours, days or weeks? If the tape is matless; use some spray glue, tack in place over the spray glue and wet in place. If the tape has mat (it doesn’t that I recall), wet on a table and move to the boat.
