FS17 looks a fair amount bigger both in length and beam. A basic open layout FS17 would be suitable for anything the HI 16 can do but with more room. 40 is plenty of power especially if a tiller engine is used. I'll throw a different spin on this with the thought of gasoline in Norway at $8-9 usd/gal. If you really travel near shore so much maybe a large non planing or semi-planing hull would be a better fit to your needs. If you track down Jacques' Orca3D study done for the Low Sheer FS17 you'll see that the 40hp engines fit right into the performance numbers for which the boat was designed.
