The GV10 is smaller / cheaper so if you only carry 2 people consider it. It's still a very big 10' dinghy

Yes, you can raise the transom for the light 6 HP motor, but not for planing speeds with a 9.9 or 15. Modifications are up to the builder.

How strong is the typical wind you might sail in? If very light then I'd be tempted to use main and jib. But otherwise just the main would be wiser. I think otherwise you'll be quite overpowered.

I'd say save the Quickfair for the last thin layer or two. It spreads on like butter and if you can afford it, it's lovely compared to home made fairing mixes, which I get too dry, too runny, too lumpy etc. What really saves time and effort is large fairing tools to apply fairing compound and using ...

If you want to always go slow pick the HMD. If you think you might plane one day and go fast, pick the HM. You can still go slow with the HM with a small motor.

Tonnage for registration is a measure of volume not weight. And yes, it's likely <5 tonnes and can't be documented. No jack plate. Vertical height has very little effect at displacement speeds. 4 bladed props aren't usually available for small outboards but if the motor offers a "sailboat" prop with larger area use that.
