That extra height might be welcome in rough seas to secure “bodies” in the cockpit. As far as water removal, that should be a set of large, through transom scuppers. Those gps are a bit much, but yes, they can. It will just add “bad weight” and a lot of fairing work. It’s worth the effort to fiddle with the alignment a bit more.
