How much forward?
It is not very comfortable to steer from the front when on plane. Think of the amplitude of the pitching movement but it can be moved forward if you compensate by moving other weight back.

I'd want to make the boat into a picnic boat style kind of like this modified p19 but without the cuddy cabin. Maybe it would work if I woved the helm 6' forward and bring the ceiling of the cabin back by 8', so that the helm would be mounted directly behind the windshield.

I have a C17 with the cabin and can do around 35mph with 60hp with only me on board - but I mostly cruise around 20-25.

So I got the plans and did some sketching. Im thinking get rid of the front of the berth, use the rest as a storage cubby and move the steering station forward. I'd also make the windshiel bigger so that if I want I I can make a removable roof in the future. Would this work if I moved all the fuel to the back to counterbalance?

The dotted line is the existing windshield. Couldn't get my hands on some drafting paper so two printer sized papers will have to do for now.

It looks like what you are doing is a standard C17, but with the helm inside the cabin instead of behind it.

Not sure if the berth layout on the OC17 is the same as the C17, but if it is, it looks like you could keep the port berth as is - there is space between the berths as designed to give access to the helm on the starboard side.

Seems like a nice layout.

The layout would work, all I'd have to change is the height and shape if the windshield and I'd have to take out half the berth, but how much would it affect the ride? Would it be considerably worse or is there some way to counterbalance it?

It will not affect the ride in a major way as long as you do not over load it. Tow heavy persons there could be bad for the trim. I would try to move other weights somewhat aft.
You must realize that the ride will be as comfortable sitting that much forward,
