About the drain plugs "on side deck" which are connected a hose towards outlet plug on sole near hull side. What is the purpose? Rain water accumulates on side deck? To drain this?

I do not understand your question. When boats are on the trailer at home they are tipped up so rain water runs out the scuppers which are unplugged and off the side decks. The side decks are normally slanted out so they drain outward. What boat are we discussing here?

I have seen never use side scuppers stated here before and am wondering why folks say this? I don't see an issue with them if the boat has a high enough deck. I'm thinking about a couple of side scuppers in mine, but they will be more like plugged drains for outside storage.

Fuzz larger work boats can get away with side scuppers as they are spaced along the sides and there are more than one on each side. But when you look at our OD18's a 1 1/2" side hole at the back of the side is not enough to get water out of the boat before the next wave comes over the bow. CL built twin bilge pumps that he could direct water to if he needed to in rough weather by opening a flap. My saying never use side scuppers is my opinion as I consider them dangerous unless the boat is only going to be used it calm water and never encounter rough water. I have neve seen side scuppers till here, water can get in the side easier than from the transom.

I think they will be fine. As I understand it they are well above the waterline. A scupper below the waterline is also known as a hole in the boat. My boat will have sufficient sealed side buoyancy so even side scuppers will not be dangerous; at least thats the plan.

A few of the designs here show a rectangular opening in the side of the boat just ahead of the motorwell bulkhead. A few builders have done that and reported getting water shooting in the hole when running, so they went back and closed them off.

My only regret building the ob17 is putting in the side scuppers, per dwgs. When going fast, they caused a small rooster tail spray pattern, so I sealed them closed. In a pinch they can be kicked open for fast deck drainage.
