I saw some small cruising boats powered by an electric golf cart motor.
Would something like that in the 18' range, stable for swmbo(not coordinated or used to boating) be a possibility? Just looking for something inexpensive and quiet for cruising the rivers and lakes.

Not in 18'
Depending upon the river in question your "golf cart" motor can become a major issue. The golf cart motor also has issues regarding constant run time that I have discovered the hard way. Give it a bit of thought and one should see that a golf car is not intended to run long duration at any rate of voltage.
If you are looking to do electric on the cheap and duration is not an issue there is a design "Lo Voltage" at 15'. It is on the glen-l page.
(that is not to be confused with a dedicated "electric" boat)
In my not so humble opinion I would tell you that in 18' for use in any type of current you would need to use top quality electric boat parts and that would defeat your purpose.
It can be done and if I may be of assistance in any way please feel free to e-mail or message.

I another thread somebody suggested the electric outboards Torquedo: much better than to try to retrofit an electric golf cart motor.
