My keel was different, it had a round top around the pivot that could be pulled from the back (for lifting) or front for holding down.
In your case, you can't pull from the front, maybe a rope from your lifting metal piece towards the bottom back (bottom right side of the case on your picture) and back up for pulling ? As it's below the waterline I guess you can't use a block in the corner, but a simple bolt or rounded wood piece to run the holding rope around and go back up should be sufficient as there is little force and friction anyway, it just to hold it down.

Filled in the final chine-to-topside seam and will round over with rasp and sander, and tape tomorrow.
Also I have bent the new keel into shape. The original was eight inches wide at maximum and was specified half of a 3 inch PVC pipe at the front. As with all changes in boat building, one thing affects another. The new keel is now 13 inches wide at maximum. I decided to stick with PVC pipe vs steel, but this time it will need to be 10 inches wide - can't bend the ply any more than that, and keep the other dimensions the same. Just ordered the pipe so it will be a few days before any more progress on that. The new keel is three inches deeper than the original. I'll post photos when it is glued together.
The boss wisely asked last night if we would still be able to get the boat out of the garage, and it will be VERY CLOSE to the maximum height possible. It wil certainly be touch and go to get a trolley under the boat to wheel it out when the keel is on. Worst comes to the worst and I'll inch it out bit by bit, or roll it out on a lot of very thin dowel

There will be more drag/wetted-surface as a result, but the extra sail area I'm adding should counteract that - I'm trying to keep the sail-area/displacement ratio the same as the original design.

Yesterday I did some more deck edge taping inside the forecabin.
Today I sanded one entire side of the outer hull. Also rounded and taped the toerail from the bottom on that side. I feathered all the edges of the seam tape. Still need to feather the edge of the toerail tape when it dries, but after that, one enitre side of the hull will be pretty much ready for sheathing. Progress.
That took most of the day and was miserable work.
The PVC pipe for the new keel arrived and I'll work on that tomorrow.

Sanded the other side of the hull, feathered the tape edges. Taped over the other toerail.
Worked on the new wider keel. Taped the inside of the keel bottom to the sides with 12oz biax as specified.
There is still work to be done inside the boat, taping the deck to the side-panels, and the deck beams.

Good progress with the keel the past few days. Taped and glassed keel bottom and inside, and today I glued on the pipe at the front. Original design was for a keel with max width 8 inches, and then a 3" PVC pipe at the front. The new keel is 13 inches at max width, with half a 10 inch ID (10 3/4 inch OD) PVC pipe at the front. Roughly three times the frontal area of the original.
Next I need to trim down the top of the pipe and then glass the entire keel outside, with multiple layers as specified in the plans. The outside hull is fully sanded down now and ready for the keel to be fitted, then sheathing. Things should start moving a bit faster now, after this second-keel delay.
Before it is fitted I'll take a side-by-side photo of the old/new keel for comparison.
I've also made progress in taping on the deck beams inside the boat but still not finished. That is slow messy/dusty/sticky work, and I've not taken the camera in the upside down boat yet. It is hard enough to take photos in the space I have outside. Good camera, bad photographer.
Today I also cut/rounded/sanded inside backing plates for the stanchion bases and lifeline anchors.
Anyway, work continues.

There is probably as much ply and glass in there as a small dory

Today I rounded and glassed the outside seams and front of the keel - pic below.
Here's the plan for next steps:
Grounding on rocks or coral will make soon make mincemeat of ply and glass only. I am going to build the complete keel as per Jacques' plans, except slightly larger but same scantlings. Then I'm going to glass on a 1/4 piece of mild steel to the bottom, cut to shape, with the same hole for the CB. A further layer or two of glass over the steel, after it has been ground bright. Hence I'll have a keel shoe, that will protect the bottom. Also, the boat was deisgned to stand on the previous narrower keel - it will be more stable for drying out with the new wider keel - less lbs per sq inch of area.
Added benefit is that any weight down on the bottom of the keel is free "ballast", plus the steel is an inch lower than the lead will be so extra righting moment, even with less density. Negatives are extra glass and epoxy use, extra work, plus cost of steel (<$200). Positives are piece of mind and longevity. Also, if the steel does get damage from grounding or even water ingress + rust, it is simple to slice it off, bit of remedial work, and good to go again.
In yet another change from the plans, the original design does not have keel bolts. There are some ply parts that fit down into the keel recess and are glassed onto the cabin bulkheads, plus lots of glass on the exterior. I'm sure it is strong enough for regular use - Jacques knew his stuff. However, assuming impact, there is no positive connection from keel to hull beyond the glass. Ill be happier knowing the keel is secured to the boat so that if impact + crack, the keel and hull bond might leak, but can't completely separate (easily). You might be able to fix a leak - you can't go far on a boat with a 26' mast without a keel, unless you want to travel upside down. So I bought six threaded rods that I'll sink into the keel/lead enclosure when it is encapsulated into the hull, and bolt these to the bottom of the boat. Overkill perhaps, but in this instance, it is only a few more $$$s. The rod and bolts will count as weight again "free" ballast. And it will make me feel better too.
Hope that makes sense up front. Will become plainer when I start those parts of the build and post some pictures.
