Thanks as always. I'm moving on. The screwdriver trick was especially helpful as it pushed through indicating the void behind the bubble.

If they pushed through, I sanded the loose material away, and will filled with peanut butter.

Now now in a professionally built boat they likely just gelcoat over it. Don’t show them up.
