I will be carefull with the build of the transom, i think i need to try and find the plans. It seems built well, but i will take heed in modifying the boat.
The cracked fiberglass cloth was due to it being pretty thin on the back of the transom. The wood was strong beneath the fiberglass material, plus the fiberglass was peeling or separating from the wood. I am sure it was polyester resin. i will do some more research and probably just buildup the transom in a similar fashion as originally designed. I will just tab it in good, rather than screws and nails.
I am wondering though if i can put fairing over a painted surface or not? or if i have to take the paint completely off before fairing the outside.

Fairing on a repair is far different than a new build.
Fairing after paint on a new build happens (see my build), but is not ideal.

Depends on the paint. Epoxy over an epoxy primer is one thing, but no amount of sanding short of removal will give a good bond with acrylic or latex paint. It's tempting to take a shortcut, but if you aren't sure, it's better to remove the paint.

Thank you for the information on fairing over paint.
I havent really found any good information on it online until you provided feedback on my question. It is really hard to know the best way to get my boat fixed with all the info out their.
I am sure once it warms up a little out here in Oregon i will get back to finishing the transom and fairing and paint
