Installing scuppers- FS17 self bailing

Should the scuppers be right at the waterline or above, or half and half.?With boat floating and full fuel tank and no passengers; should I mark on transom and at what level. The angle of the transom will make the scupper/drain pipe angle rise up, so I need gravity to drain. Thoughts from others how to locate and determine would be appreciated.

This is the port scupper on mine. It has a 38mm bore, & the top of the bore if that makes sense

is at the level of the underside of the sole( the edge of the graphite marks it).
As you can see the bottom of the sole's about 2" off the water & the scupper pipe has a nice fall from the sole. The boat has no one aboard & all the anchors, safety gear ect on board. No fishing kit.60hp suzi 2 stroke & 5 imperial gallon of fuel.
