Installing scuppers- FS17 self bailing

Should the scuppers be right at the waterline or above, or half and half.?With boat floating and full fuel tank and no passengers; should I mark on transom and at what level. The angle of the transom will make the scupper/drain pipe angle rise up, so I need gravity to drain. Thoughts from others how to locate and determine would be appreciated.

This is the port scupper on mine. It has a 38mm bore, & the top of the bore if that makes sense :doh: is at the level of the underside of the sole( the edge of the graphite marks it).
As you can see the bottom of the sole's about 2" off the water & the scupper pipe has a nice fall from the sole. The boat has no one aboard & all the anchors, safety gear ect on board. No fishing kit.60hp suzi 2 stroke & 5 imperial gallon of fuel.
