As you can see from this close-up the veneers are between 1.5 and 2 mm (tick marks at ~1mm)
At 3 plies your plywood would have veneer thicknesses of ~4 mm, which is just within the standard's limits by the looks of the thinner face veneers.
Personally I wouldn't trust something that is built "just barely to spec" in terms of veneer thicknesses.
It does also appear to have some voids between veneers, which isn't very good structurally.
