JM, would a tapered skeg accommodate the second grudgeon adequately?
I’m thinking 3” wide at the keel to hold the screws tapered to 1” about 6” below.
Upper grudgeon 1” below sole.

Yes but I would prefer to see a small stub for the upper gudgeon as in the SB18 design:

Boogie and I will argue this out over a couple (dozen) beers and eventually do whatever his wife tells him to do!
Seriously, I don't think there is a wrong way to make this adjustment. I just like the idea of Tipsy being easy to get in from the water. I'm sure at some point Mrs Bogie will toss Mr over board and he will need to get back in.

I agree with Jaysen, there are several good ways to build that transom. Each has its pros and cons.
