Peter the other thing that has to be taken into account is weight, if you are at the upper level of Jacques range say 9700lbs vs. the lower range say 7500lbs the speed that you can obtain will different. That doesn't mean you have to carry that speed if you are uncomfortable with the noise, diesels are notoriously noisy.

Hull speed depends on the length of the waterline.
Weight will affect acceleration rate, not hull speed. Of course, when you are heavily loaded and have to displace more water, you will need more HP to attain hull speed.

Theoretical hull speed depends on hull length, actual hull speed must include weight. The formula you give holds true for any displacement hull but does not take into account weight. Mine and Jacques calculations take into account weight.
